The Mahaweli Consultancy Bureau (MCB) has established a temporary operational structure (SBD Functional Structure) to strengthen its business development, visibility, and strategic communication functions. The Mahaweli Consultancy Bureau (MCB) will grant a three-year grace period for applicable service fees and charges for the first 100 Development Centres established under Business Development Model-A (Project-Based Business Support Units/Centres – PBBSC). Under the Scalable Business Development (SBD) structure, MCB will delegate defined managerial and operational authority to consultants temporarily assigned to GM, DGM, and AGM roles. This ensures efficient decision-making, uninterrupted operations, and effective project delivery. Without formal delegation, timely action may be limited; therefore, a clear framework (Annex 01, Annex 02) provides operational clarity while maintaining accountability and governance throughout the consultancy engagement period.
