Official Launch of the GCF Knuckles Hydrology Project

The Project Launching Ceremony for the Identification, Planning, Designing, and Supervision of Hydrology Related Activities under the GCF Knuckles Project was held on 4th March 2026 at the Roberto Lenton Conference Hall, IWMI Headquarters.

The event brought together government officials, project partners, and experts in the water and agriculture sectors to officially commence a significant hydrology-based initiative focused on the Knuckles region, one of Sri Lanka’s most environmentally sensitive ecosystems.

The ceremony was graced by Hon. Cabinet Minister K.D. Lalkantha, Minister of Agriculture, Lands, Livestock and Irrigation. He was welcomed by Ms. Chandika V. Ethugala, National Project Director of the GCF Knuckles Project, along with senior officials of the Ministry.

During the event, a formal agreement was signed to implement the project activities, marking an important milestone in strengthening partnerships in Sri Lanka’s water sector. A special address was delivered by Dr. Mark Smith, Director General of the International Water Management Institute (IWMI), highlighting the importance of collaboration and scientific research.

Further remarks were delivered by Mr. D. Wickramasinghe, Secretary to the Ministry of Agriculture, Livestock, Lands and Irrigation, emphasizing the government’s commitment to protecting natural resources while supporting sustainable agricultural development.

This initiative is expected to play a vital role in strengthening water resource management, environmental conservation, and sustainable development in the Knuckles region, contributing significantly to Sri Lanka’s climate resilience and ecological protection efforts.

Hydrology Related Activities Workshop Under GCF Knuckles Project Currently Underway

A capacity development workshop on Identification, Planning, Designing and Supervision of Hydrology Related Activities under the GCF Knuckles Project is currently underway at the IWMI – Yellow River Auditorium, Pelawatte.

The workshop brings together key stakeholders, technical experts, and officials involved in hydrology and water resource management to strengthen knowledge and practical approaches related to hydrology-focused interventions within the Knuckles region.

The programme commenced with participant registration followed by the inaugural session. The welcome address was delivered by Eng. R.M.W. Ratnayake, Programme Leader, highlighting the importance of integrated hydrology planning in climate-resilient development.

Opening remarks were made by Ms. Chandika V. Ethugala, Project Director of the GCF Knuckles Project, who emphasized the project’s objectives and the critical role of hydrology-related activities in safeguarding ecosystems and livelihoods.

An overview of the objectives of the workshop and the way forward was presented by Eng. Chandana Edirisooriya, Chief Executive Officer of the Mahaweli Consultancy Bureau (MCB), focusing on strategic implementation, technical supervision, and sustainable outcomes.

The workshop sessions are designed to facilitate technical discussions, experience sharing, and collaborative planning among participants, contributing to improved hydrology-related interventions under the GCF Knuckles Project.

කෘෂිකර්ම, පශු සම්පත්, ඉඩම් හා වාරිමාර්ග අමාත්‍යංශය යටතේ ක්‍රියාත්මක දුම්බර හරිත සවිබල ගැන්වීමේ ව්‍යාපෘතිය යටතේ මහවැලි උපදේශක සේවා කාර්යාංශය (MCB) මගින් සිදු කරනු ලබන ගොවිපල ඉඩම් ඒකාබද්ධ කිරීමේ ජාතික වැඩසටහන මේ වන විට සාර්ථකව ක්‍රියාත්මක වේ.

Multidimensional Assessment of Civic Volunteer Response to Cyclone Ditwah in Sri Lanka

Independent volunteers residing both within and outside of Sri Lanka who did not operate in affiliation with an institution served a key role in the emergency service provision and disaster management during Cyclone Ditwah. However, most post disaster consultations organised by state and non-state parties were unable to capture the input of these individual and collective volunteers due to the self-organising nature of their efforts. Hence, the Mahaweli Consultancy Bureau (MCB) - Ministry of Agriculture, Livestock, Land and Irrigation of Sri Lanka, in partnership with the Knowledge Management Centre is convening a ' Multidimensional Assessment of Civic Volunteer Response to Cyclone Ditwah in Sri Lanka' to capture the experiences and recommendations of the volunteers through engaging focus group discussions.

The first of such focus group discussions will be held from 10.30 am to 1.30 pm on the 09th of January 2026 via Zoom. This is an open Invitation for all individual volunteers within and outside of Sri Lanka who were contributing,

  • Independently to Cyclone Ditwah response at an individual level
  • As part of a collective which organised without institutional affiliation
  • As part of state avenues for volunteering such as call centres and safety centres

to register for this convening and share your invaluable thoughts! All findings from this focus group discussion will be compiled into a report published by the MCB in partnership with the Knowledge Management Centre. The said report will be disseminated within the broader line ministries responsible for national disaster response and prevention through the state networks of the MCB. Furthermore, the findings from this discussion will be integrated into academic papers published by the MCB on Sri Lanka's response to Cyclone Ditwah.
