Mahaweli Consultancy Bureau (MCB) is a pioneering, government-owned organization, established on June 18, 1998, under the Mahaweli Authority of Sri Lanka Act No. 23 of 1979. Formed as the successor to the Mahaweli Engineering and Construction Agency (MECA), MCB carries forward the rich legacy of expertise, technical knowledge, and commitment to development that was central to the Mahaweli Ganga Development Scheme (MGDS)—Sri Lanka’s largest water resource and irrigation project. 

With over 26 years of experience, MCB has become a leader in providing multidisciplinary development support services, catering to both the government and private sectors. Anchored by the Ministry of Irrigation, MCB is led by a distinguished board of directors that includes key leadership from the Ministry of Irrigation, the Department of Irrigation, and the Mahaweli Authority. This collaboration enables MCB to act as a bridge between government bodies, private partners, international organizations, and financial institutions, facilitating cooperation and fostering strategic development.
